CMA Hosts High-level Forum on Hong Kong’s Development of New Quality Productive Forces

In line with the national strategy of developing “new quality productive forces”, the Chinese Manufacturers’ Association of Hong Kong (CMA) hosted a high-level forum titled “Developing New Quality Productive Forces and Promoting Hong Kong’s High-quality Development” today (24 April) at the St Regis Hong Kong. The Forum brought together heavy-weight speakers to explore the significance of “new quality productive forces” to Hong Kong economy. They also discussed how Hong Kong can leverage its unique strengths to stimulate growth and contribute to the country’s needs.
 
As part of CMA’s celebration programme for the 75th anniversary of the founding of the People’s Republic of China and its 90th anniversary, the forum featured keynote speeches by Mr CY Leung, Vice-Chairman of the National Committee of the Chinese People’s Political Consultative Conference, and Mr Yao Jun, Deputy Director General of the Department of Planning at the Ministry of Industry and Information Technology. The Forum was also graced by over 200 government officials, business leaders and academics, including Mr Yin Zonghua, Deputy Director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region (LOCPG); Ms Lillian Cheong, Under Secretary for Innovation, Technology and Industry of the HKSAR Government; Ms Li Ling, Deputy Director-General of the Coordination Department of LOCPG; and Mr Lyu Feng, Deputy Director-General of the Department of Economic Affairs of the LOCPG.
 
Developing “New Quality Productive Forces” to strengthen the foundation of the real economy

In his welcoming remarks, Dr Wingco Lo, President of CMA, emphasised that the development of “new quality productive forces” represents a comprehensive and profound transformation that can provide Hong Kong, especially the industrial sector, with a competitive advantage in future development and international competition. He stated, “In addition to fostering strategic emerging and future-oriented industries, Hong Kong must also leverage advanced technology and digitalisation to accelerate the upgrading and transformation of traditional industries. This will enable the industry to become more technologically advanced, smarter and eco-friendly, thereby strengthening the foundation of the real economy.”
 
Dr Lo further emphasised that the deep integration of innovation chain and industry chain is an essential element in accelerating the development of “new quality productive forces” in the city. This integration will provide greater impetus for innovation and technology (I&T) sectors while supporting the upgrading of industries. He expressed his hope for all sectors of the community to go beyond the traditional models of economic growth and development pathway, removing barriers and bottlenecks. By doing so, Hong Kong can fully leverage the advantages under “One Country, Two Systems” and its strengths in fundamental scientific research, industry, and production service industries. This, in turn, will contribute significantly to the high-quality development of the country.
 
In the keynote session, Mr CY Leung shared his thoughts on Hong Kong’s role and opportunities in the country’s development of “new quality productive forces”, while Mr Yao Jun introduced the significance of “new quality productive forces” in the country’s future development and its important role in promoting “new industrialisation”.
 
Leaders of various sectors of the industry ecosystem gathered in the panel discussion moderated by Mr Calvin Chan, Vice President of CMA. The panelists included Mr Sunny Tan, Chairman of the Hong Kong Productivity Council and Member of the Legislative Council; Professor Xiao Geng, Director of the Institute of Policy and Practice at Shenzhen Finance Institute, the Chinese University of Hong Kong, Shenzhen and Chairman of the Hong Kong Institution for International Finance; and Dr Ge Ming, Commissioner for Industry (Innovation and Technology) of the HKSAR Government. They explored topics such as direction, advantages and shortcomings of Hong Kong’s development of “new quality productive forces”. They also discussed how the sectors of I&T, manufacturing and professional services can complement national policies to create strong impetus for growth.
 
CMA supports the expansion of vocational talent pool

The development of “new quality productive forces” requires technological innovation and a strong industrial talent pool. During the forum, Dr Wingco Lo, President of CMA and Mr Tony Tai, Chairman of the Vocational Training Council (VTC) signed a Memorandum of Understanding (MoU) to enhance cooperation in nurturing and recruiting high-caliber vocational and professional talents. The signing of the MoU was witnessed by Mr Yin Zonghua, Deputy Director of the LOCPG; Mr the Hon Chan Wing Kee, Mr Irons Sze, Dr Dennis Ng and Dr Allen Shi, Permanent Honorary Presidents of CMA. According to the MoU, CMA and VTC will establish a strategic partnership with a focus on training talents in industrial artificial intelligence and digitalisation. They will also attract and retain talents from both the Mainland and overseas through the Vocational Professionals Admission Scheme. Non-local students who complete full-time VTC Higher Diploma programmes can apply for a one-year stay in Hong Kong, enabling them to seek employment in a profession related to their field of study.
 
During the forum, CMA also showcased its effort in stimulating innovation within enterprises and presented its achievements and latest initiatives in promoting collaboration among industry, academic and research sectors.
 
Other CMA office-bearers attending today’s forum included Mr the Hon Jimmy Ng, CMA Legislative Council Representative; Dr Ma Kai Yum, Executive Vice President of CMA; Mr Dennis Ng Kwok On, Mr Jackson Leung, Mr Ivan Sze and Mr Albert Chuang, Vice Presidents of CMA. The Forum also received support from the HKSAR Government and various business chambers and organisations, including Innovation, Technology and lndustry Bureau, Hong Kong Science and Technology Parks Corporation, Hong Kong Cyberport Management Company Limited, Hong Kong Applied Science and Technology Research Institute, the Chinese General Chamber of Commerce, the Hong Kong General Chamber of Commerce, the Federation of Hong Kong Industries, the Hong Kong Chinese Importers’ and Exporters’ Association, and the Hong Kong Chinese Enterprises Association.
