CMA Hosts High-Level Forum to Shape Hong Kong’s Future under the National 15th Five-Year Plan
The Chinese Manufacturers’ Association of Hong Kong (the CMA) hosted a high-level forum titled “The 15th Five-Year Plan and New Opportunities for Hong Kong” today (27 April) at the Grand Hyatt Hong Kong. Attracting nearly 1,200 political, business, and industry leaders both in person and virtually, the forum aimed to deepen stakeholders’ understanding of Hong Kong’s strategic role in the new national blueprint and contribute valuable suggestions to Hong Kong’s inaugural five-year plan.
The forum featured Mr Paul Chan, Financial Secretary, as the guest of honour, who outlined the Hong Kong government’s latest strategies for aligning with the national 15th Five-Year Plan and advancing high-quality development. During the keynote session, Dr Starry Lee, Member of the Standing Committee of the National People’s Congress and President of the Legislative Council (LegCo) delivered a pre-recorded address, sharing insights on Hong Kong’s opportunities under the national 15th Five-Year Plan. This was followed by Professor Sun Dong, Secretary for Innovation, Technology and Industry, who discussed strategies for accelerating new quality productive forces through the formulation of Hong Kong’s own five-year roadmap.
Leveraging Hong Kong’s strengths to contribute to national needs
In his welcome remarks, Dr Wingco Lo, President of the CMA, noted that amidst a volatile global landscape, the nation is deepening reforms and prioritising technological innovation to drive internal growth. “Hong Kong must align precisely with national strategies,” Dr Lo emphasised. “By proactively transforming our unique advantages into tangible benefits, we can contribute to national development while charting the next chapter for our local economy.”
Dr Lo further highlighted that the national plan’s focus on technological self-reliance and high-level opening up aligns perfectly with Hong Kong’s core competencies. He identified the Northern Metropolis as a critical catalyst for streamlining resource flows within the Greater Bay Area (GBA) and fostering collaborative innovation. Dr Lo also emphasised Hong Kong’s role as a strategic launchpad for Mainland enterprises seeking international expansion, urging the city to strengthen its supply chain management services. By serving as the premier platform for “Chinese brands going global,” Hong Kong can fulfill national expectations to build a high-value-added supply chain hub while unlocking new growth for the city’s trade and professional services.
Bridging five key areas with national planning to ignite Hong Kong’s growth momentum
A dynamic panel discussion followed, moderated by Mr Albert Chuang, Vice President of the CMA and Member of the LegCo. The panelists included Mr Nicholas Ho, Commissioner for Belt and Road; Miss Linda So, Director of Northern Metropolis Co-ordination Office; Ir Allen Yeung, President of the Greater Bay Area International Information Technology Association; Mr Ka Mun Chang, Executive Director of HKUST Li & Fung Supply Chain Institute; and Dr Fang Zhou, Research Director of One Country Two Systems Research Institute.
The dialogue focused on five strategic pillars: Belt and Road cooperation, the Northern Metropolis, technological innovation, the multinational supply chain ecosystem, and industrial synergies in the GBA. The panelists explored how aligning these initiatives with the national blueprint can open up new economic frontiers for Hong Kong.
The CMA supports the cultivation of applied talent
In support of the national initiative to establish Hong Kong as an international hub for high-calibre talent, Dr Wingco Lo, President of the CMA, and Mr Jeffrey Lam, Chairman of the Vocational Training Council (VTC), signed a Memorandum of Understanding (MoU) to strengthen industry-academic collaboration.
The MoU was signed during the forum and witnessed by Mr Paul Chan, Financial Secretary; Professor Sun Dong, Secretary for Innovation, Technology and Industry; and Mr Irons Sze, Dr Dennis Ng, and Dr Allen Shi, Permanent Honorary Presidents of the CMA. The agreement commits both organisations to nurturing talent with practical and industry-ready skills, ultimately accelerating the modernisation and transformation of Hong Kong’s industrial landscape.
